The 63rd Regional Support Command (RSC) would like to notify all interested parties of the availability of the Environmental Assessment (EA) for the Proposed Implementation of the Integrated Natural Resource Management Plan (INRMP) Fiscal Year 2009-2013. The INRMP included the Seagoville U.S. Army Reserve Center (USARC), Seagoville, Texas and the White Settlement Local Training Area (LTA), White Settlement, Texas. NOTICE TO BIDDERS
Sealed bids will be received in the City Secretary’s office in the City Hall, 110 S. Main St., Crandall, Texas, 75114 until 2:00 PM on March 12, 2010 and then publicly opened and read aloud for furnishing all materials, labor, and equipment and performing all work required for construction of “Ground Storage Tank Improvements”, Contract No. CRA-050, TWDB No. 21507 – CID 5. Bids shall be submitted in sealed envelopes upon the blank form of proposal included in these contract documents. The sealed envelopes are to be identified that they are a bid for “Ground Storage Tank Improvements”, Contract No. CRA-050, TWDB No. 21507 – CID 5 and the time and date they are to be opened.
The work consists of furnishing all labor, equipment and materials and performing all work necessary for the construction of a new 200,000 gallon ground storage tank and the painting and repairs to an existing 600,000 gallon ground storage tank. Also included in the project are piping, valves, fittings, fencing, paving, other necessary appurtenances and all else required to form a fully functional system.
All proposals shall be accompanied by a cashier’s or certified check upon a national or state bank in the amount of five percent of the bid price payable without recourse to the City of Crandall, Texas, or a bid bond in the same amount from a reliable surety company as a guarantee that the bidder will enter into a contract and execute a performance bond and payment bond within ten days after notice of award of contract to him. The notice of award of contract will be given by the Owner within 60 days following the opening of the bids. The bid of each bidder will be binding upon the bidder for 60 days from the bid date. The bid security must accompany the bid. Bids without check or bid bond will not be considered.
All bid securities will be returned to the respective bidders after the bids are opened except those of the three lowest bidders, which the Owner may elect to hold until the successful bidder has executed the contract. Thereafter all remaining bid securities including security of the successful bidder will be returned. The successful bidder must furnish a performance bond and a payment bond upon the forms included with these contract documents, each in the amount of 100 percent of the contract price from an approved surety company holding a permit from the State of Texas to act as surety and acceptable according to the latest list of companies holding certificates of authority from the Secretary of the Treasury of the United States or other surety or sureties acceptable to the Owner.
Specifications and bidding documents may be purchased from the office of the Engineer, KSA Engineers, Inc., 6781 Oak Hill Blvd., Tyler, Texas 75703; (903)581-8141 for a price of $100.00 per set. NO REFUNDS WILL BE MADE. The plans, specifications, and bidding documents may be examined without charge in the office of the Engineer and at City Hall, Crandall, Texas.
A pre-bid conference will be held on March 5, 2010 at 10:00 am in the City Hall building in Crandall, Texas. All prospective bidders are encouraged to attend.
The bidder should carefully examine the specifications and other documents, visit the site of the work, and fully inform himself as to all conditions and matters which can in any way affect the work or cost thereof. Should a bidder find discrepancies in or omissions from the specifications or other documents, or if he should be in doubt as to their meaning, he should at once notify the Engineer and obtain clarification in writing prior to submitting a bid.
Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate must be paid on this project. In addition, the successful bidder must ensure that the employees and applicants for employment are not discriminated against because of race, color, religion, sex, age, or national origin.
The Owner reserves the right to reject any or all bids and to waive any informalities in the bids received. This contract is contingent upon release of funds from the Texas Water Development Board.

Parking regulations on specific streets”, by adding subsection 17.04.059 To provide for no parking on both sides of north kaufman street between elm street and ard street for a distance of 1,072 feet as described herein; authorizing the city manager or designee to erect the appropriate signage providing a repealing clause; providing a severability clause; providing a savings clause; providing a penalty of fine not to exceed the sum of two hundred dollars ($200.00) For each offense; and providing an effective date.

The City has been contacted and requested to hold this Town Hall to allow a representative from the Texas Water Development Board, a liaison for small cities and FEMA, to fully detail the National Flood Insurance Program (NFIP) administered by FEMA.
